Hoskins said the stumbling block is video lottery terminals, better known as VLT machines, installed at gas stations and fraternal and veterans organizations.
"I think I've been criticized quite a bit for blocking bills, but this isn't the only time I've been criticized for blocking bills," Hoskins said.
